In Wabo.ai, the ability to send messages depends on a contact's WhatsApp subscription status. Here’s how it works:

Subscribed Contacts: You can send messages to contacts who have opted in and are subscribed to receive WhatsApp messages. These contacts have given consent to receive communication from you.
Unsubscribed Contacts: Messages cannot be sent to contacts who have opted out or are unsubscribed from receiving WhatsApp messages. These contacts have withdrawn consent, and sending messages to them would violate compliance rules.
